Strategy:
This is the standard moveset for Weavile that makes it an absolute nightmare against anything weak to Ice or Dark attacks. With great Speed and Attack, it can be an awesome lead Pokemon for your team.
It's pretty straight forward really. Ice Punch and Night Slash take advantage of your type combo while Brick Break covers the Steels that are resistant to both Ice and Dark attacks. Pursuit murders the Psychics and Ghosts who think they can escape from Weavile unharmed.
For an item, choose Choice Band if you favor power over versatility, Life Orb for versatility over health, or Expert Belt for versatility over power.
Take advantage of Weavile's excellent Speed by giving it a Jolly nature. Since it's not meant to take any hits, simply max out its Attack and Speed EVs.

Strategy:
This is similar to to first set, except it uses Swords Dance to increase Attack and can potentially do more damage than the previous set. However, don't just use Swords Dance right of the bat. When using frail stat-boosters like Weavile, it's better to save them toward the end of the battle when your enemies have already been weakened.
Other options: Aerial Ace, Ice Shard, Focus
Punch, Punishment, Taunt
Aerial Ace is an excellent choice for Fighting types that Weavile is normally scared to death of.
Ice Shard is weaker than Ice Punch, but since it's one of those first-strike moves, it can come in handy against Dragon Pokemon that happen to be faster than you (especially Dragon Dancing Salamence or Choice Scarf Garchomp)
Focus Punch can be used in place of Brick Break. It will do twice as much damage, but it requires a lot more prediction and skill to pull off.
Punishment is an unsual choice, but can still work. The more your opponent uses a stat-boosting move, the stronger it gets so it can turn the tables against foes who get too greedy trying to increase their stats.
Taunt prevents opponents from screwing you up with status effects and other nasty moves and can be added onto the Swords Dancing set.
How to counter Weavile:
Infernape resists both of Weavile's STABed moves and can easily kill it with Fire or Fighting attacks. Heracross makes a nice counter as well, but will take a lot of damage from a Choice Banded Ice Punch so be careful when switching it in. Slower Fighting Pokemon like Hariyama, Machamp, and Poliwrath can also work since they take hits better. Always be careful of Weavile's Aerial Ace though.
Mach Punch and Bullet Punch are also great anti-Weavile attacks and since they always go first, they let slower Pokemon bypass Weavile's high speed.
Any Steel that is not weak to Fighting can wall Weavile easily. Metagross is especially fearsome since it not only has excellent Defense, but also has amazing Attack and a powerful Meteor Mash that easily KOs Weavile. Forretress and Bronzong also have great Defense and can defeat Weavile with Gyro Ball. And Skarmory, while it isn't resistant to Ice Punch, can still wall it effectively and use the oppurtunity to set some Spikes up.
Gyarados isn't weak to any of Weavile's moves and can lower its Attack with Intimidate. An Impish natured Rhyperior can easily survive a supereffective Brick Break or Ice Punch due to its massive Defense and Solid Rock ability. Both of these Pokemon can easily defeat Weavile with one of their powerful physical attacks.
